Option to disable hover-only visibility of UI buttons

Certain buttons in the UI are only visible after hovering over the request/response panes, such as: bulk edit, reformat, filter response, request info preview mode.

Hiding them makes them way less accessible, and since there’s plenty of space in the UI, there’s no point in doing that at all.

Adding an option to make them visible at all times would improve the user experience, and shouldn’t be too hard to implement.
