App inaccessible to VoiceOver when getting an update

I noticed that “VoiceOver is not responding” when I’m getting the popup to download the update and install it. I also tried with Accessibility Inspector, and the app appears to be completely non-functional when the update dialog appears.

Without the popup, it works fine for most things.
