Allow for plugins to expose settings

Allowing for plugins to receive settings for parameterization would be optimal, this would be a necessity for integrating with most third-party systems, for example, inputting third-party API keys or credentials for that plugin to use.

Further, optionally, the user could opt to include these plugin settings, and have them encrypted, in any sort of exports, to allow for git syncing.
